I am struggling to find a general rule of declension of "viel" as an
adjective and I have been searching on many textbooks. Approximately it
looks like it behaves same as "ein" before other adjectives, but I'm
not sure about it.
Can anybody help?

It behaves like adjectives: if it replaces the article, it is declined
like the article (pl: -e, -r, -n, -e); if it follows the article, it
has -n (not having sg forms, these *would* have been -e for m-N,
f-N/A, n-N/A). Examples:

N) viele Menschen die vielen Menschen
G) vieler Menschen der vielen Menschen
D) vielen Menschen den vielen Menschen
A) viele Menschen die vielen Menschen

Even when "viele" replaces the article, the following adjectives are
not treated as following the article, e.g. "viele nette Menschen" and
not "*netten". With other words, native speakers are unsure ("manche
nette(n) Menschen") - as I am one of them, I have never learnt the
rule.

Of course, all that applies only to "viele" (many) and not to "viel"
(much).

The forms with article, female and plural are regular.
